Despite Google’s announcement during I/O that its AI chatbot Bard would be available in over 180 countries, it seems that the EU will not have access to Bard. On a support page, Google lists the countries where Bard is available, and according to that, the entire EU seems to be excluded from the service.

The exclusion of Bard in the EU may very well be related to GDPR and the EU’s stricter privacy regulations. However, it is likely that the chatbot will be released in the EU eventually, but the question is when.
